Yes, however offline bot support was added as a post launch update and therefore required to play with bots offline for the console versions of the game, the bots are only supported in Free-For-All and Team Deathmatch modes

No, this is a misconception I hear very often and  it's due to the same error from everyone doing it, they fail to put their console in a true offline state, the mode let's you rank up against bots yes, however you have to be connected to the internet to play Combat Training, Combat Training in Call of Duty Black Ops is ONLINE ONLY.

You can put a total of 9 bots in the game, yes you can have uneven teams, so if you want to go 1 vs 9 bots, you can.
